Förderung der wissenschaftlichen Forschung auf dem Gebiet der Menschenrechte und des internationalen Rechts durch Förderung begabter Studenten, Jungakademiker mit einem post-graduate-Studium, Habilitanden, Privatdozenten, ausnahmsweise auch Professoren, welche auf den erwähnten Gebieten forschen. Die Stiftung kann einmalige oder periodische Preise aussetzen. Die Stiftung soll in erster Linie der wissenschaftlichen Forschung dienen, kann aber ausnahmsweise auch praktische Projekte unterstützen.
