Empfänger der Hilfeleistungen können sein: Einzelpersonen oder Familien in Notlagen, finanzschwache Gemeinden mit weniger als 200 Einwohnern, Organisationen für in- und ausländische Entwicklungshilfe, Institutionen zur Bekämpfung des Drogenmissbrauches und Rehabilitierung Drogensüchtiger.
